TL;DR Summary:
"If your Pennsylvania registration for your EV expires between now and June 2025, renew it for two years by the end of 2024 for two years. You will avoid having to pay the new $200 EV fee for 2025 registration renewals, and for vehicles expiring in 2025 renewed for two years by the end of 2024, you will also save the $250 EV fee for 2026!"

Scenario:
- I recently renewed my Nissan Leaf's Pennsylvania registration (an electric vehicle, or EV) for two years a couple months ago.
- The Pennsylvania Legislature just passed a new law that will require annual fees for EVs starting in 2025 to be paid with the annual registration renewal
So I asked Ed Neilsen, Majority Chair of the PA Transportation Committee a question on whether I would have issues since I already renewed PAST 2025 - would I be pulled over? Will I get a bill? Did I find a loophole?:
"Currently, electric vehicle owners are supposed to be paying the Alternative Fuel Tax on electricity. However, most owners do not do this because they are unaware of the requirement or because the process is too cumbersome, with owners having to self-report the tax to the Department of Revenue monthly based on how much electricity they use to charge their vehicles at home. Senate Bill 656 introduced by Senator Greg Rothman repeals the Alternative Fuel Tax on electricity for residential charging and replaces it with an annual EV Fee of $200 in 2025 and $250 in 2026.
Under Senate Bill 656, the annual EV Fee for an electric vehicle would be paid at the time of registration renewal. Electric vehicle owners will receive notifications from PennDOT at least 60 days prior to the expiration of their registration about the requirement to pay the annual EV Fee. If your current registration does not need to be renewed until 2026, then you would not pay the annual EV Fee until that time. After Senate Bill 656 takes effect on January 1, 2025, an electric vehicle owner will pay twice the amount of the EV Fee if they choose the option of registering their vehicle for a two-year period at the time of registration renewal."
This was as I hoped/suspected, but had wanted someone in power to confirm and say out loud:
"If your current registration does not need to be renewed until 2026, then you would not pay the annual EV Fee until that time." (emphasis mine)
So that means, RENEW YOUR REGISTRATION FOR TWO YEARS by the end of THIS YEAR, and you will not have to pay the $200 fee in 2025.
EVEN BETTER: Already renewed? You may NOT be out of luck!!! While I renewed into 2026 thinking that would avoid a 2025 fee for me (and it will), had I renewed for ONE year into June 2025, then in December of THIS year renewed really early for TWO years into 2027, I'd avoid both 2025 AND 2026!
I didn't figure this out in time, so in 2026 I will be paying $250 because of my impatience. But maybe someone will save it because of this post.
But that would only work for registrations expiring from January-June 2025.
Already renewed for one year and expired July 2024 or later? Uh... Well... Sorry about that. I tried.
